Rhode Island and New England are already in the grip of an energy affordability crisis—and the Act on Climate will make it dramatically worse.
In this powerful testimony, Mike Stenhouse, CEO of the RI Center for Freedom & Prosperity, explains why energy policy—not taxes, not housing, not government services—is the single most important determinant of Rhode Island’s future prosperity or poverty. Whether one believes in climate change or not, the economic consequences of the Act on Climate are unavoidable.
Stenhouse (Sten) lays out the central irony: if Rhode Island actually succeeds in meeting the Act on Climate’s “net zero” targets, the state itself fails. Achieving these mandates would require permanent energy inflation, widespread energy poverty, and the pursuit of goals that current technology cannot deliver affordably.
The result is a self-destructive cycle—like a dog chasing its tail—where the harder the state pushes toward “net zero,” the deeper it drives itself into economic decline. The conclusion is clear: “Net zero” is the wrong goal, and Rhode Island’s energy strategy must be rethought before it’s too late.
