Among our 2025 public policy victories, we successfully fought to protect donor privacy in our state through the Personal Privacy Protection Act, ensuring citizens can support nonprofits without fear of retaliation.
As Locke’s CEO, Donald Bryson, said, the right to freely support nonprofit organizations is a cornerstone of a free society. The Personal Privacy Protection Act excludes personal donor information from the public record with few exceptions for some legal and court proceedings.
Many generous donors welcome this anonymity, yet Governor Stein vetoed the act, citing transparency concerns. The General Assembly overturned his veto, and the John Locke Foundation applauded the new law as a victory for privacy and First Amendment freedoms.
