Card vs. article (the actual packaging problem)
This is an example of the ERCP.
The Harp card is a clean worked example. Not because the article is a culture-war sermon, and not because an entire generation is illiterate. Because the object that actually lands is the unfaithful abstract, and ERCP is a theory of what that object does when it is the only thing consumed.
What ERCP means here

Functional illiteracy, in their sense — not a slur

Operationally, on this story, that habit looks like:

That is not “Gen Z cannot decode words.” The card is written in easy English. It is refusal or inability to leave the dose. Plenty of older readers do the same thing. Feed-native habits make it the default path, not a unique genetic trait.
If the consumer never leaves the card, lawyer-desk facts do not exist for them. Editor-desk implication is the story. That is the packaging problem stated as an audience fact.

What the pill is not
Do not overfit.
It is not the sailor tearjerker. Pathos register is glamour, not heartbreak.
It is not deceit as a proven intent. It is a dose designed to travel.
It is not proof the gifts are lawful or unlawful. ERCP analysis is about delivery, not the underlying § 209 question.
It is not “the Times invented Harp.” The forms are real. The wrapper is the product.

What the package actually establishes vs. what it implies
On the forms, and therefore usable: last year Trump was listed as the source of cash amounts described as “cash gift for the holidays” to those named aides; the administration released the filings; the White House says the payments are personal, longstanding in his orbit, unrelated to official duties, and “entirely permissible.” Other outlets independently reported the same filings.392ddb
Politico
Not established by this package: that the payments are criminal; that they are bonuses in the OPM sense; that they are or are not 18 U.S.C. § 209 supplementation; that “doled out” is the right verb; that proximity, gender, or the portable printer is evidence of the legal question.
CLC’s “spirit of the law” line is an advocate’s conclusion. Richard Painter’s harder 18 U.S.C. § 209 claim circulated the same cycle and is not in this NYT write-up. That omission is a Domain 3 completeness issue, not proof the opposite is true.
